So who really is the housing czar?

On the night of Aug. 5, 2013, I was surprised to see in the news Interior Secretary Mar Roxas, together with Metropolitan  Manila Development Authority Chair Francis Tolentino, National Housing Authority General Manager Chito Cruz and San Juan City Mayor Guia Gomez, leading the kick-off ceremony for the housing relocation of families living along the San Juan River.

Don’t we have a housing czar in the person of Vice President Jejomar Binay?

Is this another act in aid of the 2016 presidential campaign?

There are enough problems on the plate of the Department of Interior and Local Government (e.g., corruption in the police, internal revenue allotments being mishandled, witnesses being murdered, etc.). Shouldn’t the secretary be focused on doing his work rather than encroaching upon the responsibilities of other offices?
