WE REFER to Paolo Montecillo’s news report which was sub-titled “Part of Tarlac-Pangasinan-La Union Expressway ready by August 2012.” (Inquirer, 5/6/11)

Private Infra Dev Corp. (PIDC) is the concessionaire of the Tarlac-Pangasinan-La Union Expressway (TPLEX) Project. Thirty-five percent of PIDC is held by SMC, and 65 percent by 10 Filipino AAA contractors led by DMCI Holdings Inc. The other contractors are DM Consunji Inc., DMWenceslao & Associates Inc., CMPancho Const. Inc., RD Policarpio & Co. Inc., New Kanlaon Construction Inc., JE Manalo & Co. Inc., Rockford Development Corp., First Balfour Inc., JV Angeles Construction Corp. and EEI Corp.

The project cost for the development of TPLEX is estimated at P19.5 billion. Funding will be coming from a combination of sources: loans (60 percent), equity (25 percent) and Philippine government subsidy (15 percent).
