Why convict only Padaca?

THIS is a reaction to former chief justice Artemio Panganiban’s “Honest official convicted by honest judge” (Opinion, 12/1/19).
So, former Isabela governor Grace Padaca was not found guilty of committing acts of corruption. Rather, she was convicted dahil siya ay “tanga,” for engaging the services of an incompetent government legal counsel and an equally incompetent NGO?
I wonder why the incompetent lawyer and the incompetent NGO officers that failed to liquidate the funds were not accused and convicted of the same crime that Padaca was convicted of.
