With the Marawi war coming to an end and talk of rehabilitation is on the table, may I be so bold as to suggest that inasmuch as it destroyed Marawi City, it is only fair for the government to pay reparations to those affected. The owners of private homes and buildings that were destroyed due to the war must be compensated for their loss.
As a precedent, a similar program was put in place after World War II. In fact, war reparations were paid to the Philippines after World War II to help the Philippine government and its people rebuild and expedite recovery.
To this end, I solicit your support to champion a reparations program as compensatory action to the victims of the Marawi war.
Such a program is usually initiated by the president as a component of a genuine rehabilitation effort and it is proposed to Congress to enact a war reparations law that will provide funding and establish a special reparations commission to oversee the program.
Any rehabilitation program, to be successful, must be driven by the private sector whose determination and contribution will complement the government’s infrastructure rebuilding activities.
