MOAMMAR GADHAFI seized power in Libya in the same year Ferdinand Marcos became the first Philippine president to be reelected (controversially) to the presidency. In the 42 years since, Gadhafi has systematically gutted every institution in Libya, substituting in their stead an eclectic mix (supported by oil revenues) of revolutionary populism and ruthless personal intervention.
