Allow compliance via e-publication

I am sure that local government councils are aware of the prohibitive cost of publishing ordinances in newspapers. But Section 511 of the Local Government Code of 1991 expressly requires that “ordinances shall be published in a newspaper of general circulation, where available, within the territorial jurisdiction of the local government unit concerned, except in the case of Barangay ordinances.”

With the advent of computer technology, LGUs can now have their own respective websites where ordinances and resolutions and other vital legislative documents can be filed and categorized in digitized format. With this innovation, constituents of the LGUs can readily access such documents using portals in e-archiving or e-library.

Somehow, it would be more practical for the sanggunians to post their ordinances in their respective websites instead of publishing them in newspapers. This would also mean savings for LGUs.

I am hoping Congress will look at this as a suggestion by going through the subject provisions of the code and offer amendments thereto.
