Typhoons are natural calamities that bring about flooding, landslides, storm surges, soil erosion, and other disastrous consequences mainly because of man-made actions like deforestation (illegal logging), illegal mining, and quarrying. Maybe the government should implement a national flood control program, not localized ones, and implement strictly Republic Act No. 9003 or the Ecological Solid Waste Management Act of 2000, penalizing those who violate it; relocate families along the 47 tributary rivers in the Metro, and stop the reclamation project in Manila Bay that has triggered flooding in Metro Manila and nearby provinces like Region III, Pampanga, and Bulacan, and Region IV-A Calabarzon area.
