Professor Randy David’s “Duterte’s order to militarize the BOC” (11/4/18) was thought-provoking.

I have no problem with retired military officials or active servicemen appointed to high-ranking civilian positions. What is worrisome is their competence or fitness.

In the case of the seemingly insoluble problem at the Bureau of Corruption, ehe, Customs, pundits opined that when BOC was under Ramon Farolan and Guillermo Parayno Jr., the bureau was relatively corrupt-free and effectively operated.

Perhaps, BOC Commissioner Rey Leonardo Guerrero can consult his fellow alumni who made sterling marks in running the problematic government bureau?
