Curfew for minors?

According to Presidential Legal Counsel Salvador Panelo, the Duterte administration is contemplating imposing a nationwide curfew for minors (below 18 years old). This would be a welcome development, if it pushes through.

The curfew, if properly implemented, will somehow curb or lessen criminality and drug-related cases involving minors. The city government of Manila, in particular, will immensely benefit from it, considering the high incidence of gang wars (especially in the wee hours of the morning) which have become quite common and remain unabated.

But proper guidelines should be laid out so that it will do more good than harm to the populace.
