The Center for International Law (Centerlaw) congratulates the National Bureau of Investigation and the AFP Naval Intelligence Office for the capture of retired Maj. Gen. Jovito Palparan. This welcome news coincides with the international community’s celebration of International Humanitarian Law (IHL) Month.
The arrest shows that the Aquino administration respects its obligations to uphold international humanitarian law in its fight against terror.
Palparan became the poster boy for the military’s negative image, especially during the presidency of President Gloria Arroyo. Palparan is facing charges for the kidnapping, illegal detention and torture of University of the Philippines students Sherlyn Cadapan and Karen Empeño, as well as activist Manuel Merino, in 2005.
We urge the government to continue its hunt for the remaining fugitives from justice, especially the brothers Joel and Mario Reyes, who are facing charges for the murder of broadcast journalist and environment advocate Gerry Ortega.
