The mystery driver, janitor cover-up

The National Bureau of Investigation, Justice Secretary Leila de Lima, Malacañang and whoever else is in charge, need to come up with a better excuse for all the improper money disbursements and the special allotment release orders (Saros) scandals rather than blame the anomalous transactions on a mystery driver and janitor. Blaming mystery scapegoats for the loss of millions, if not billions, of pesos sounds like a tagline in or a pitch for a screwball comedy movie starring Jose and Wally.

Are the Filipino people supposed to believe that the two culprits, who work as a janitor and a driver, could be responsible for the improper release and use of millions of pesos? Is the Philippine government bureaucracy in so horrible a state that it can be undermined by simple staff workers?

Or is the Aquino administration covering up something crooked?
