The pork barrel ‘dance’ is a tango

The speculation aired by a notable journalist about guilt in the pork barrel scam is a restrictive, tunnel-vision perspective. His opinion piece prematurely pins responsibility only on legislators—his finger points only in one direction. Is that a medical or intellectual affliction?

One should be aware that the executive department or the Department of Budget and Management originates items in the budget, including accountable and nonaccountable (translation: cannot be audited) outlays. Congress reviews the proposed budget and haggles for the favored undertakings of legislators. The approved budget becomes law and the basis for the DBM disbursements.

It is clear, therefore, that both the executive and legislative are suspects. They, too, should be investigated. It takes two to tango, you know. Let the investigation reflect the reality.

Oh, but how can the Department of Justice investigate the executive department? Can the Ombudsman be objective? Or is that a rhetorical question?
