‘Benigno S’ mystery

I have one nagging question about the new generation banknotes. It is about the name of President Aquino, whose full name is Benigno Simeon Cojuangco Aquino. If the middle name is not spelled out, it should thus be written as Benigno Simeon C. Aquino, or if the second name is also not written in full, then it should be Benigno S.C. Aquino. But why do the new banknotes carry the name Benigno S. Aquino? That means P-Noy’s middle name starts with an S.

Will the Bangko Sentral ng Pilipinas explain this, please? Perhaps the National Statistics Office or the Office of the Civil Registrar can tell us also the correct way of using middle name initials. I’m sure many others would like to know the answer as well.
