There is a simple solution to the grave squatter problem besetting Metro Manila. The operative words are “affordable and accessible.” Informal settlers insist on occupying lands in the urban centers because it is where job opportunities, schools and other amenities are accessible. However, lands in urban centers are not affordable. On the other hand, sites in the “boondocks” are not acceptable to the informal settlers because they are not accessible.
The solution, therefore, is for the government to acquire sufficient land (as much as a thousand hectares) in the municipalities situated along the alignment of the planned Circumferential Road-6 (C-6)—now, when it is affordable. And, forthwith, fast-track the construction of the thoroughfare to make the proposed resettlement site accessible. The government can, thereafter, even provide a subsidized transport service between Metro Manila and the site.
In so doing the government will not need all of the P50 billion budgeted for the purpose which, as some speculate, would at best be a “band-aid” solution. With the implementation of the proposed sanctions on local government officials (mayors and barangay chairpersons) who will be held responsible for the proliferation of informal settlers in their jurisdiction, the squatter problem of Metro Manila will be solved permanently.
Furthermore, the construction of the planned C-6 will create multiple economic activities for the country.
