Salute for ban proposal

I take my hat off to Councilor Rodolfo Lacsamana and salute him for proposing a “ban on motorcycle users who ride in pairs” (Inquirer, 12/7/12). Should the proposed ordinance be enacted, it would be a very good local law and subject for replication by other cities or even by the Philippine Congress itself. As could be noted, nary a day passes without an incident of bags, jewelry and cell phones being snatched and, worst of all, innocent civilians murdered by men riding motorbikes in tandem.

The ban on riding in tandem was originally proposed by then Makati Mayor Jejomar Binay. I just do not know why nobody has taken up that very sensible idea of the good mayor. Could it be because of jealousy?

Another good proposal, this one originating from the city council of Quezon City, is to prohibit business establishments from giving customers candy as a substitute for loose change. It is the responsibility of business establishments to prepare small denominations to be used as change when needed. As a business enterprise it is the duty of the owners of the store to go to the Bangko Sentral ng Pilipinas or their depository banks for needed loose change. Quite unfairly, it is the poor tellers who are the ones blamed by customers instead of the store owners.
