The good news is that happy days are here again for the corrupt personnel of the Department of Public Works and Highways and for the equally corrupt contractors, with the approval of the P352-billion flood control program of the national government.
The bad news is for Camanava (Caloocan, Malabon, Navotas, Valenzuela) and other flood-prone areas in Luzon, with or without the megadikes started by then President Fidel V. Ramos, who is a certified civil engineer graduate of the US Military Academy.
While studying in a local school circa 1948, we were told by our professor in Town Planning, that the City of Manila and the Camanava cities were all “reclaimed” areas, long before the Spanish era. The only solid land was Mandaluyong. I believe that the DPWH and the Mega Manila authorities would be well-advised to consult Prof. Kelvin Rodolfo, a well-known geologist who knows everything about land development.
