‘Whistle-blower’ brigades

The most effective scheme to stop all these obstinate culprits that kill the joy of welcoming a new year is for government to form secret “whistle-blower brigades.” These brigades should be armed with reliable videos and cameras that will shoot their “quarries” and record the day and time of the commission. Their shots shall be used as evidence to pin down the suspects. The suspects caught “in the act” should be slapped with stiff prison terms ranging from five to 10 years; should they be from the police or military, they should be summarily dismissed without separation benefits.

Volunteers should be welcomed with juicy rewards for their “catch,” ranging from P100,000 to P500,000, depending on the budget of the town or city. These rewards to volunteers and bounty hunters are worth it, considering the lives they could save.
