In a nation where education is the cornerstone of progress, the need for empowered and motivated teachers has never been more critical. Public school teachers are at the front lines of molding the minds of future generations. With the implementation of Executive Order No. 174, issued on June 23, 2022, which established the Expanded Career Progression System for Public School Teachers, the Philippines is taking a significant step toward recognizing the vital role that teachers play in our society and ensuring their professional growth.
This system aims to promote professional development, enhance career advancement opportunities, and define career paths for public school teachers in elementary, secondary, and senior high school levels. It also addresses teachers who wish to explore career pathways outside the public basic education system, providing equivalence in duties, recognition, and compensation.
At the heart of this system are various government agencies and institutions, all working together to make sure that teachers are not only prepared to face the demands of the classroom, but also have a clear path for career growth. The Teacher Education Council (TEC) is charged with aligning teacher education institution programs with the expectations of basic education. This crucial alignment is further supported by the Commission on Higher Education (CHEd) for quality assurance and by the Technical Education and Skills Development Authority (Tesda) and the National Commission for Culture and the Arts in creating varied programs and pathways for teacher education.
For this vision to be fully realized, the TEC Secretariat and key Department of Education (DepEd) offices must work swiftly and strategically. The TEC Secretariat is expected to submit a system for assessors that will support the hiring and promotion of teachers based on a set of clear standards. Similarly, the National Educators’ Academy of the Philippines must develop a professional development system that fosters a deep understanding of subject matter and pedagogy, ensuring that both teachers have the necessary skills to meet the demands of their respective roles. The Bureau of Human Resource and Organizational Development, on the other hand, is tasked with establishing a system that supports equitable promotion, ensuring that opportunities for advancement are available to all educators. As we move forward, it is crucial that prioritization is based on merit, experience, and the quality of service rendered by our teachers. This expanded career progression system is a win-win situation for everyone. Teachers who see clear pathways for career advancement are more likely to be motivated and committed to their profession. They will have the support they need to improve their practice, gain new skills, and eventually take on leadership roles within the education system.
More importantly, the career progression system is designed to ensure that teachers are not only rewarded with promotions and salary increases but also equipped with professional development necessary to grow in their careers. It complements the broader goal of providing quality education by creating an empowered workforce of teachers who are capable of delivering high-quality instruction to students across the country.
As head of the TEC Secretariat, I am proud to be part of this initiative that seeks to elevate the quality of teacher education, and, the quality of teaching and learning in the Philippines. By ensuring that teacher education programs align with the evolving demands of basic education, the TEC plays a pivotal role in nurturing a generation of highly competent, well-prepared teachers.
We are committed to working closely with DepEd, PRC, CHEd, Tesda, and other relevant agencies to support the professional development of our teachers. Our goal is to make sure that every Filipino teacher has the resources, training, and opportunities necessary to succeed in their chosen career path, whether that be within the public school system or in alternative educational roles.
The Expanded Career Progression System for Public School Teachers is a step forward for Philippine education. While EO 174 is sufficient, the Second Congressional Commission on Education (EdCom II) has noted that legislation is a more lasting measure to cement our resolve for teacher progression. It is a recognition of the immense contributions that public school teachers make to our society and an investment in their future. As we continue to implement this system, we must remain focused on providing the support and opportunities our teachers need to flourish. After all, the future of our nation rests in their hands, and the success of our education system is inextricably tied to the success of our teachers.
