Why government should go for work-from-home option

The Civil Service Commission (CSC) approved Resolution No. 2200209 in May 2022, on flexible work arrangements in government.

As outlined in the resolution, flexible work arrangements encompass the following options: 1. Flexiplace: This allows officials and employees to work outside their traditional office setting; 2. Compressed work week: This involves condensing the standard 40-hour work week into four days or fewer; 3. Skeleton workforce: This requires only a minimal number of personnel to be present in the office when full staffing is not feasible; 4. Work shifting: This is utilized by agencies mandated to operate 24/7, or (those that) adhere to workplace health and safety regulations; 5. Flexitime: Employees have the flexibility to start their workday between 7 a.m. and 7 p.m. as long as they complete the required 40-hour workweek; 6. Combination of flexible work arrangements: Agencies have the option to combine different arrangements based on their specific needs and functions.

In today’s fast-paced society, traffic congestion poses a significant challenge in urban areas, especially in Metro Manila. The well-being and safety of workers are of growing concern, so it is imperative for the government to adopt a work-from-home policy. Enabling employees to work remotely not only helps save cost related to office space maintenance, but also lessens traffic congestion, promotes worker safety and health, and boosts overall productivity.

One compelling reason for the government to implement a work-from-home policy is to reduce unnecessary expenses. It can result in substantial savings on such expenses as office rent, utilities, and maintenance. This not only supports austerity measures but also guarantees that taxpayer money is utilized efficiently. Moreover, the introduction of a telecommuting policy can significantly ease traffic congestion, especially during rush hours. With fewer employees traveling to the office, there will be a noticeable reduction in traffic volume, resulting in lower levels of air pollution and a safer atmosphere for all.

Furthermore, this measure can play a vital role in reducing greenhouse gas emissions and handling the pressing issue of climate change. Health and safety are enhanced as well since without the necessity of a daily commute to the office, workers can reduce their risk of accidents or injuries while traveling. Moreover, they have more control over their work environment, leading to decreased exposure to illnesses and promoting overall well-being.

It is thus imperative for the government, particularly local government units, to adopt a work-from-home policy. This measure offers a cost-effective solution to traffic congestion, prioritizes employee safety and health, and ultimately boosts productivity. Embracing this initiative enables the government to conserve resources, enhance employee welfare, and establish a more efficient and sustainable work environment.
