Revisit solutions to traffic problem

In the news recently is the worsening traffic in Metro Manila, particularly in Edsa. I believe that the government is doing everything to solve the problem of traffic congestion, but perhaps it is not too late to revisit two solutions that could help remedy this problem.

First solution: Enforcement of clean air law particularly the rules about emission testing. I believe that if the law is strictly implemented, at least 20 percent of vehicles will be taken off the roads due to noncompliance.

Second solution: Creation of a database that will record the moving violations of erring drivers. Suspend the licenses of these drivers upon reaching a certain number of violations. I believe that if this is done, more vehicles will be taken off the roads.
