No consultation with the President?

Is President Duterte so inutile that his Cabinet members and other appointees do not consult him on very important matters? Harry Roque said Defense Secretary Delfin Lorenzana did not consult the President regarding the termination of the UP-DND Accord.

The Presidential Security Group commander also asserted that he did not consult the President when he inoculated his men with a smuggled vaccine. And Solicitor General Jose Calida claimed he did not talk to the President when the quo warranto petition was filed against former chief justice Maria Lourdes Sereno.

Or do the President and his men think that Filipinos will accept hook, line, and sinker all their lies?
