Selfish, shameful, and dishonorable

By concealing the price of the vaccine it is intending or has agreed to purchase from the supplier country, the Philippine government has become a conspirator to the overpricing of the item with other buyer countries. And by seeking in exchange the assurance of a high volume of donation of the vaccine from the source, the country has revealed and disclosed its gainful intent—which to me is selfish, shameful, and dishonorable.
