Must the poor always bear the brunt?

There was a time when, though flawed, Congress was fairly robust. Now it seems that the vulgar virus of ambition (“Ambition is but avarice on stilts, and masked,” W.S. Landor wrote) is gnawing at its innards.

A vaccine for that might never be found — could major surgery be the option? The arduous road to democracy is beset by deceit, stupidities, ugly sights.

But must it always be the poor who bear the brunt?
