What is so confidential about a list of public enemies?

If fact-based, the administration should not only make public the identities of narco-traffickers. It should, in fact, publicize them all over the place, with a substantial reward for information leading to their capture.

The US government, for instance, put up a bounty of $5 million for the head of notorious El Chapo.

What country, or which individuals, is the administration protecting? China, the Golden Triangle or cronies, or major campaign donors?
