No need for translation?

Does President Duterte speak Chinese? We took a good look at the picture on page A7 where the news, “PH, China pursue dev’t of energy sources in sea” (11/21/18), appeared.

On the Philippine side, he seemed to be the only one not wearing a headphone (for translation from Chinese to English).

Note that on the China side, no one is wearing a headphone. They are all apparently English-literate but prefer to speak Chinese.

Or did President Duterte care at all what the Chinese were talking about — because he already knows from the cockles of his heart that the Chinese will always be generous to us and never betray us? Help!
