This refers to the column, “Are the poor too lazy?” (7/6/18), by Cielito Habito. An attempt to improve the condition of the poor requires pragmatic and comprehensive strategies. I propose the following strategies, though not exhaustive, which might prove helpful:
Empowerment. Assess the skills of the poor to give the government and private sector a full picture of what programs, projects and activities can be introduced in order to further develop their skills and make them employable and productive.
More specifically, they have to undergo vocational education or job training to secure stable employment, increase their earnings and gradually improve their living conditions.
Create jobs and employment opportunities. The government and private sector could reduce the level of
unemployment among the poor by creating jobs, perhaps through small and medium enterprises.
Provide savings and loan programs. Small and manageable loans and savings programs could be introduced or developed to help the poor engage in small business activities, subsidize healthcare and pay for utilities.
Expand access to education. The poor should be given equal access to free quality education. Once the poor become employable, they also become potential taxpayers.
