This is a comment on the column written by Ramon Tulfo published last Oct. 17.
Tulfo stated that the undersigned, as the new president of the Philippine National Construction Corp. (PNCC), entered into a lease contract with a certain Pastor Saycon to develop the seaside complex on Macapagal Avenue in Pasay City without undergoing public bidding. Tulfo added that such transaction was done without permission of the board of directors of the PNCC.
The assertions made by Tulfo are untrue. It is quite unfortunate that Tulfo was fed with the wrong information on the matter. To set the record straight, it is not true that I have entered into a lease contract with Saycon to develop the seaside complex. No contract has ever been granted to Saycon by the undersigned.
Indeed, there is a plan to develop the seaside complex to be one of the premier commercial spots in the area. The plan includes subjecting the development to a public bidding and is intended to be implemented next year. Make no mistake, it is with the approval of the PNCC board.
The PNCC board, including the PNCC president, is aware that the PNCC is a government-owned and -controlled corporation. Be rest assured that all actions regarding the seaside complex are guided by and shall follow the rules covering public corporations.
