Third nominee to a UN tribunal

For the record, permit me to state that the nomination of Sen. Miriam Defensor-Santiago to the International Court of Justice (World Court) made her the Philippines’ third nominee to a United Nations court. The first nominee of the Philippine government was Cesar Bengzon who was appointed to the World Court in November 1966. The second was human rights lawyer Romeo T. Capulong, shortly after the assumption of Gloria Macapagal-Arroyo to the presidency on Jan. 20, 2001.
It was in my capacity as the country’s vice president then and concurrent secretary of foreign affairs that I nominated Capulong to the position of UN ad litem judge of the International Criminal Tribunal for the former Yugoslavia (ICTY). In the election held by the UN General Assembly on June 12, 2001, Capulong was one of the 27 successful nominees who were elected to the position of “ad litem” judge of the ICTY, garnering third place in a field of 54 candidates from as many countries.
Capulong was nominated by the Philippine government and elected by the UN General Assembly based on his experience and expertise as a foremost human rights litigation lawyer.
