Doctor to the barrios as health chief

Dear honorable senators,

As we are having a hard time confirming the current health secretary, could the government please consider one of the “doctors to the barrios”? Experience shows that the best health secretary we had, Juan Flavier, was a doctor to the barrios.

Reality is that rural areas need much improvement in healthcare services.  Most in classes A and B have healthcare plans and access to the best hospitals. Those in classes C to E do not have either. Doctors to the barrios are not that eager for travels abroad. They just want to serve.
